GHA operates under federal guidelines set by the U.S. Department of Housing and Urban Development (HUD). The programs offered through GHA are funded by a combination of federal money, state funding, and local resources. Because the programs follow federal rules, there are certain requirements that participants must meet, though these requirements vary by program.

The main programs offered by GHA include public housing, Housing Choice Vouchers (sometimes called Section 8), and other supportive housing options. Each program works differently and serves different populations. Some programs focus on families with children, while others serve seniors, people with disabilities, or people experiencing homelessness.

Understanding what information GHA programs include can help you learn whether exploring a particular program makes sense for your situation. This guide walks through the main programs, what they offer, how the programs generally function, and what the basic process typically looks like. The guide is meant to provide background knowledge, not to replace direct contact with GHA staff who can answer your specific questions.

Takeaway: GHA offers multiple housing programs with different purposes. Learning about each program's basic structure helps you understand which ones might relate to your housing situation.

Housing Choice Voucher Program Explained

The Housing Choice Voucher Program, often referred to as Section 8, is one of the largest housing programs GHA administers. This program provides rental assistance to help low-income households pay for housing of their choice in the private rental market. Instead of living in public housing owned by GHA, voucher holders rent from private landlords and the program helps pay a portion of their rent.

How the program works: When someone participates in the Housing Choice Voucher Program, they receive a voucher that has a specific dollar amount attached to it. This amount is based on the local fair market rent for the area and the household's income. The participant then finds a rental unit in the private market that meets program standards. The landlord must agree to participate in the program. Once the lease is signed, GHA pays the landlord a portion of the rent, and the household pays the remaining portion directly to the landlord.

The rent amount paid by the household is typically based on a percentage of their income, usually around 30 percent. This means that as income changes, the household's rent payment may change as well. The program is designed so that participants are not paying an unreasonably large share of their income toward rent.

One key aspect of the Housing Choice Voucher Program is portability. This means that if a participant finds a job in a different area or wants to move, they may be able to transfer their voucher to use in a different city or county. Rules about portability can vary, and it is best to discuss this directly with GHA staff.

Rental units used in the program must meet certain safety and quality standards. GHA inspectors conduct inspections to make sure the unit meets these requirements before a tenant moves in and periodically while they live there. Landlords are expected to maintain the unit in good condition.

Takeaway: The Housing Choice Voucher Program helps households pay rent in privately-owned units by providing a voucher that covers part of the rent amount. The household pays the remaining portion based on their income.

Public Housing Programs and Properties

Public housing is another major program administered by GHA. In public housing, GHA actually owns or operates the residential buildings where people live. This is different from the Housing Choice Voucher Program where participants rent from private landlords. Public housing properties are owned and maintained by the housing authority itself.

GHA operates several public housing communities throughout Gwinnett County. These communities include apartments and townhomes designed for different household types. Some properties focus on serving families with children, while others are designed specifically for seniors or people with disabilities. The properties are located in various neighborhoods throughout the county.

Living in public housing works similarly to renting in the private market in some ways. Residents have a lease, pay rent, and are expected to follow community rules. The main difference is that GHA is the landlord. Rent in public housing is also typically calculated based on 30 percent of the household's income, though there are some variations and minimum rent amounts in certain situations.

Public housing communities often have additional services and programs beyond just providing a place to live. These may include youth programs, job training resources, community centers, and social services. The specific services available vary by property. Some communities have on-site management offices where residents can report maintenance issues or ask questions about community policies.

Maintenance and repairs in public housing are typically the responsibility of GHA. If something breaks or needs fixing, residents report it to the management office and GHA handles the repairs. Residents are responsible for keeping their unit clean and not damaging it beyond normal wear and tear.

Public housing provides stability for many households because rent is affordable and based on income. However, there are often waiting lists for public housing because demand is higher than available units. Wait times can range from several months to several years depending on the property and household size.

Takeaway: Public housing provides affordable rental units owned and operated by GHA. Rent is income-based, and properties often include additional community services and programs.

Special Needs and Supportive Housing Programs

Beyond the main Housing Choice Voucher and Public Housing programs, GHA administers several specialized programs designed for people with specific housing needs. These programs recognize that some populations face additional barriers to housing and may benefit from programs with extra support services built in.

One example is supportive housing for people with disabilities. These programs combine affordable housing with on-site or nearby support services. Services may include case management, mental health services, job coaching, or assistance with daily living activities. The idea is that by pairing housing with support services, people with disabilities can live more independently while still receiving the help they need.

GHA may also administer programs specifically for seniors. Senior housing programs may include independent living apartments, accessible design features, and access to social services and activities geared toward older adults. Some senior housing includes meal programs or transportation services. These programs recognize that older adults often have specific housing needs such as single-story units or grab bars in bathrooms.

There are also programs focused on preventing homelessness or providing rapid rehousing for people experiencing homelessness. These programs may provide short-term rental assistance, help with deposits or moving costs, or temporary housing while people work toward more permanent solutions. These programs often emphasize quick placement into housing and connections to services that support stability.

Family preservation programs may be available to help keep families together and housed. These programs might assist families facing eviction, help with emergency rent or utility payments, or provide case management services to address underlying issues that put housing at risk.

Veterans housing programs in some areas help connect military veterans to affordable housing options. These programs may partner with other organizations to provide both housing and services specific to veteran needs such as employment assistance or mental health support.

Takeaway: Specialized programs exist for specific populations including people with disabilities, seniors, veterans, and people experiencing homelessness. These programs typically combine housing with targeted support services.
